Why SCAN-ICT?
The arguments in favour of the Scan-ICT project
are as follows:
- Initially, the ICT play a dominating part
in the world economy. Africa must be integrated
into the "news economy" in the absence
of that, it more runs the risk to be marginalized;
- Secondly, it is more and more obvious that
ICT can play an important part in the sustainable
development of the continent;
- Thirdly,
the decision makers must have relevant data to
formulate the policies as regards ICT allowing
to promote the development;
- Fourthly, even if the investments increase
in the sector of ICT, the contributors must
better collaborate to avoid the overlapping of
their
efforts;
- Fifthly, in Africa, the fascinating parts
had asked for, in the past, the launching of
initiatives such as the Scan-ICT project. For
example, this request appears in the Declaration
of Maputo signed by the ministers of Mozambique,
Uganda, Senegale and South-African.
Activities undertaken within the framework
of the Scan-ICT project comprise four aspects
- Indicators and reference marks: they are essential
to the evaluation of accomplished progress
and are based on the objectives laid down by
the countries to set up the information society;
- Stakes: the results obtained within the framework
of the Scan-ICT project will make it possible
to interested countries to re-examine the unfavourable
policies to ICT in order to create the
conditions necessary to a better access ICT;
- Human resources: so that the countries take
part in the world numerical economy, it is necessary
to give with current labour a new training in
technology information. Scan-ICT project will
allow to follow the evolution of the request
for formation in the field of the ICTwill allow
to follow the evolution of the request for formation
in the field of the TIC. It will also allow the
teachers and the private sector to ensure remote
teaching using the TIC, in particular for the
young people. It will
also allow the teachers and the private sector
to ensure distance teaching using the ICT, in
particular for the young people.
- Applications: the project will also make it
possible for countries to collect, to diffuse
information on the applications of the
ICT to contractors, the communities and
those which intervene in the social sector, such
as teachers and personnel of the health
services.
