Methodology of Scan-ICT

The Scan-ICT project uses indicators worked out by the CRDI, which covers thematics fields defined in the African Information Society Initiave, namely the installation of the infrastructure, strategic planning, the sectoral applications, the electronic governance, the information society and the economy of information. This methodology has the aim of improving the collection and the analysis of data and to follow the progress achieved in the sector of the ICT by the pilot countries.

The methodology of the Scan project will be used to refine the indicators to take in consideration the multiplication or the evolution of the needs for the countries. If it is necessary, new indicators will be developed. As the indicators and reference marks are refined, the project Scan- ICT will make it possible to provide to the decision makers precise and up to date data on progress observed at the wire of time. The common elements appearing in the data and data bases will also make it possible to analyze, follow and exchange the best practices and lessons learned at the regional level. The countries chosen forbasic sutdy are:

  • Ethiopia (study carried out under the aegis of an expert of the Faculty of administration of companies and economic sciences of the University of Addis-Abeba);
  • Ghana (Institute of the technology of information-INT);

  • Morocco (Iinformation Technologies and Geomatic - ITIGO);
  • Mozambique (Center of data processing of the University Eduardo Mondlane-CIUEM);
  • Senegal(Observatoire sur les systèmes d’information, les réseaux et les inforoutes au Sénégal-OSIRIS);
  • Uganda (Conseil national de la science et de la technologie de l’Ouganda-UNCST).

These institutions must draw up and publish reports on the activities of the Scan-ICT project in their respective countries, create Web site, set up systems of data acquisition to follow the situation with regard to the ICT and to regularly update profiles of their respective countries.
