A. Data Base Development and Management for Food Security and sustainable Development
- Technical assistance in developing integrated rural information systems for poverty reduction and increased food security.
- Technical assistance in the establishment of information base on national and sub-regional food security and sustainnable development.
B. Policy Analysis and Management
- Advisory services on how best to implement, at the national and local levels, internationally and regionally agreed food security and sustainable development plans and strategies such as: Agenda 21, the World Trade Organization Policies on agricultural trade, various ECA and OAU plans of Actions, etc.
- Advisory services on the design of projects for promoting intersectoral growth linkages and agriculture-based income diversification activities for employment generation, increased food security and poverty reduction.
- Advisory services on how to resolve emerging second generation issues from on-going national food policy reforms such as: cost effective non-distortionary price stabilization, local levies and taxes, inadequate market development, privatization of marketing boards and parastatals, sub-regional and international input and output markets, and markets for processed goods.
- Advisory services on post-conflict reconstruction and rehabilitation of national and local food security systems and reversal of environmental degradation.
C. Capacity Building and Training
- Technical support and projet development for capacity building aimed at empowering small-scale farmers and rural women for sustainable increases in food security and reductions in level of poverty.
- Capacity building to strengthen the skills of national staff for collecting and processing the requiered data and analyzing the impact of policies, programes and projects on national and household food security and nutritional standards.
Requests for the above technical assistance and advisory services will be co-ordinated by ECA's Principal Regional Adviser on Food Security and Sustainable Development. He will be supported on a broad front by a team of other senior United Nations Regional Advisers on: poverty assessment and monitoring; environmental rehabilitation; water resources development and management; organization and management of statistical systems; and information and technology development.
