Under the overall direction of the Chief, Regional Co-operation and Integration Division, the Regional Adviser provides the following services:
Technical advice on Water Resources Policies, Legislations, Planning, assessment, exploration, development, conservation, management, and rational use;
Assistance to member States and their institutions in the identification and formulation of Water Development Projects, including prefeasibility, feasibility, execution, evaluation and monitoring;
Assistance to member States in the identification of development constraints, assessments of human resources and financial needs, to ensure successful implementation of their water resources development and/or management (sub) programmes or projects;
Assistance to member States and their institutions in the assessment of current status of their human resources capacities in the field of Water Resources, the identification of weaknesses in such capacities and the development of short-medium-and long-term solutions, both locally and abroad, to correct and improve the identified constraints;
Assistance and collaboration with member States and their institutions in the organization of training, seminars, workshops and Rapid Appraisal type field activities by concerned parties within member States to improve the functioning of the delivery components of Water Resources Development and Management Programmes;
Advise and assist member States on co-operative arrangements on transboundary river/lake basins including institutional mechanisms with respect to structures, functions and reponsabilities of river/lake basins organizations. Where such organization already exist, to advice and assist them in planning, design and implementation of water resources and integrated multidisciplinary development projects and in the efficient and effective operations of these organisations.
