Under the overall direction of the Chief, Economic and Social Policy Division, the Regional Adviser will:
- Contribute to the analysis of trade liberalization issues and priorities of the member States with a view of enhancing ECA's capacity for trade analysis from and institutional perspective. This will involve identification of best practices in institutional frameworks and strategies to achieve desired change.
- Provide technical assistance, at country, sub-regional and regional levels, in the field of capacity building for development, particularly with regard to planning policies and customs reform and modernization, and trade facilitation programmes in view of the WTO and WCO rules and standards, aiming at self-help techniques, better responses to governments fiscal, trade and public protection policies and optimal use of technical assistance and training resources on sound organizational needs analysis, in addition to the mobilization of domestic and external financial resources and their efficient allocation.
- Coolaborate, on behalf of ECA, with professionals from other members of the United Nations System in working groups, meetings and other specific tasks under the leadership of country Resident Co-ordinators in assisting member States in their preparation of country strategic planning and programming exercises to achieve the goals of standatization and harmonization of customs and trade nomenclatures and elimination of all kinds of tariff and non-tariff barriers; and simplified external trading through improved market access based on reduced cost and reliable rapid deliveries.
- Assist member States and sub-regional economic communities in matters relating to the introduction of Rules of Origin and Common External Tariff on the basis of the international system of classification and codification of commodities (HS), the ISO standards and UN lay-out rules.
- In coordination with the concerned UN agencies, assist the member States to indroduce and implement software programmes of automation and data management, as well as the software developed for dissemination and analysis of foreign trade data, and also to assist member States in negociating with international organizations for fund raising to implement such programmes.
- In view of the above, prepare draft major policy statements for use by the Executive Secretary.
