Under the supervision of the Chief, Development Information Services Division, and the overall coordination of the Executive Secretary of the Economic Commission for Africa, the Senior Regional Adviser will:
Deliver advisory services to member States on issues related to information and communication policies.
Assist member States in developing national policies and plans for adopting information and communication technologies within the government or public agencies, and follow up their implementation.
Assist member States in developing master plan for building national information and telecommunication infrastructures.
Undertake needs assessment missions to determine requierements and set up information and communication services in key sectors of national priority, especially education, health, employment, culture, environment, trade finance, tourisme and transport.
Identify information technology application areas with highest impact on socio-economic development at the national level.
Develop kits, guidelines and standards on policies and strategies to increase access to information and communication facilities, with priorities in serving learning institutions, the rural areas, grassroots society and other disenfranchised groups, in particular, women and youth.
Promote the use of information and communication technologies and standards in government in particular and society in general by organizing sensitization workshops and seminars for Government officials and senior civil servants.
Develop plans and organize workshops with special efforts to create awareness among those unfamiliar with the potentiel benefits of the African information infrastructure.
Organize workshops and seminars related to information systems, and information higyways and the use of Internet for economic research and training.
Coordinate participation in the implementation of the African Information Society Initiative (AISI) and the UN System-Wide Special Initiative on African Harnessing Information Technology for Development, by liaising with countries, international organizations and regional bodies to ensure coordinated and hamonious development at national, regional and international levels.
