- Broad-based National Information Society Policies and Strategies
Assistance to member States in defining their national information and communication infrastructure (NICI) plans through a series of steps, including:
- Consultations with key Government Ministries on the development of NICI plans;
- Facilitating the activities of key institutions at national level in the development of strategic goals and targets, policy and regulatory reform proposals and strategies for human resources development;
- Conducting national workshops for government officials, public and private sector operators, regulatory bodies, telecommunications operators, Non-Governmental Organizations (NGOs) and civil society at large, academia, research institutions, national ICT experts, and aspirations of all stakeholders and to define appropriate strategies;
- Development of pilot projects based on national economic and social development priorities;
- Seeking for funding for implementation of pilot projects in information and communication technologies;
- Identification of emerging key policy issues in the following areas:
- Internet governance including tariff, DNS management, national network information centers (NIC);
- Liberalization of telecommunications sector, including various models of access to telecommunications and information;
- Radio frequency strectrum monitoring and management with particular reference to establishment of information systems in RF management;
- Mational content policy covering wide issues of access, privacy, security, development of national information and communication acts and other emerging challenges.

- Infrastructure Development
Development and implementation of Multipurpose Community Centres or Multipurpose Trading Centres that could be sustained by intensive use of information and communication technologies.
- Capacity Building
Capacity building component will focus on:
- Sensitisation workshops on national information infrastructure policies, plans and strategies;
- Group workshops on ICT applications;
- Sub-regional workshops in harmonization and standardization of policies, plans and procedures;
- Facilitation of African participation in regional and international workshops on various aspects of informations and communication technologies.
