Strategy for the Implementation of the Addis Ababa Plan of Action for Statistical Development in Africa in the 1990s

Task Force: 1
Title Connectivity for statistics
Task Leader CASD secretariat

Objective To improve the coordination and communication of CASD members and ultimately national statistical services.
Expected Output Phase I

1.1 A CASD directory report which will be a listing of Internet addresses of CASD members.

1.2 A framework document outlining how to accomplish connectivity in member States starting with CASD members.

Duration Item 1.1 to be completed in one month, with extension to all member States within four months.

Phase II

2.1 Identification of E-mail connectivity needs and definition of a methodology for accomplishing this task.

2.2 Identification of specific E-mail connectivity problems.

2.3 Mobilization of resources, including action of partners in the implementation of E-mail connectivity.

2.4 Development of Web pages for CASD.

2.5 CASD secretariat provision of training for 2/3 candidates per country in Internet connectivity.

Duration 1 year for E-mail connectivity of current CASD members and an additional ten connections per year.

Phase III

3.1 Creation of a Web site for CASD.

3.2 Full Internet connectivity for all CASD members.

3.3 Recommendations on the extension of each of the connectivity activity to all non-CASD member States including connectivity for non-governmental Organisations and all agencies working in statistics.

Duration A period of one year for accomplishing connectivity of CASD members. Thereafter, sensitization and training on full Internet connectivity to all remaining member States, with target of all members having been exposed within two years. Physical connectivity to be achieved at the rate of eight member States per year.

Caveat

This will depend on the connectivity policies of member States.

Task Force: 2
Title Implementation of the Addis Ababa Plan of Action

Objective To asses progress and further assist in the implementation of the Addis Ababa Plan of Action
Expected output 1. A Compendium of statistical activities in each African country.

Such information would include: Available resources; nature and extent of technical assistance in data collection; data dissemination activities; and donor assistance. Information on statistical activities of countries would also be solicited from donor as well as technical agencies providing support in statistical activities in African countries to ensure a complete picture of the situation. The period of coverage for the information would be decided by the task force.

Task Force: 3
Title Strengthening of the Statistical Training Programme for Africa (STPA) centres
Task leader Institute of Statistics and Applied Economics (ISAE), Uganda

Objective To study the most recent evaluations of STPA centres and identify problems which are hampering their successful operations
Expected output A report with recommendations on how the STPA centres can be activated
Duration One year
Task force: 4
Title Country and regional micro data service units and library, inter alia for poverty and gender monitoring - pilot project
Task leader The World Bank
Associates ECA, AFRISTAT, UNSD, Nigeria, South Africa, statistical directors from 2-5 pilot countries
Objective Phase I

To assist 2-5 pilot countries to establish data service centres containing documented and easily accessible household survey and census data - and to establish a similar regional service centre at the ECA. The service centres to include minimum national social data sets for poverty monitoring and monitoring of social programmes and actions.

Phase II

1. To assist the pilot (and any other interested) countries, through training and mentoring in producing policy-relevant programme monitoring reports.

2. To develop and share appropriate summary social indicators based on the data-sets, including gender-sensitive poverty indictors.

Expected output Phase I

1. Pilot "best practice" data service centres in 2-5 countries and at the regional level.
2. An evaluation workshop (in Addis Ababa?).

3. A strategy for assisting countries establish data service centres region wide.

Phase II

1. Country - specific booklets and/or electronic publications on issues such as poverty and gender, in due course involving comparison over time.

2. A workshop to compare research-based social indicators and seek possible common indicators for regional use.

Duration Phase I: - 1 1/2 years.

Title Country live database - pilot project.

Objective To establish country-level live databases (CLDB) containing core macro and sectoral statistical indicators in selected pilot countries - and eventual establishment of links with a regional database facility (RLDB)
Expected output 1. CLDB systems in 2-5 pilot countries

2. An evaluation workshop (in Addis Ababa?).

3. A strategy for assisting countries establish RLDBs region wide.

Duration 2 years
