SUBPROGRAMME 5: PROMOTING REGIONAL COOPERATION AND INTEGRATION

A. Facilitating Regional Cooperation and Integration

(a) Advisory services

  1. Operationalization of the institutional machinery for economic and social policy coordination and harmonization among African countries;

  2. Support to member States in global trade and other relevant negotiations.

(b) Technical cooperation

  1. ECOWAS and CEMAC
    Mobilized a grant of $US300,000 through the World Bank for the two organizations to implement the air transport liberalization programme in Central and West Africa. The grant is being managed by the ECOWAS Secretariat.

  2. SATCC
    Provided assistance to SATCC in preparing the programme of air traffic liberalization for its member States.

  3. Mozambique and Zambia
    Completed the pre-feasibility study on the transport component of the UNDP-sponsored Growth Triangle Initiative. The study was intended to assist the concerned member States in developing a common transport policy and infrastructure programme, as well as reinforcing cooperation on the transport corridors.

  4. Comoros
    As a follow-up to the advisory services provided in 1999, ECA assisted the Comoros in becoming a member of ASECNA.

  5. Sierra Leone
    Provided advisory services in the field of railways and the establishment of data-base.

  6. Port Management Association of East and Southern Africa (PMAESA)
    Assisted with the harmonization of port statistics and the development of performance indicators.

B. The Water Sector

Advisory Services

ECA prepared the guidance documents for the execution of the water component of the ECA Technical Assistance Programme for Malawi, developed in collaboration with UNDP Malawi, February 2000.

C. Mining and Energy

(a) Technical cooperation/Advisory services

  1. Participated in and helped service the meeting of the Bureau of African Ministers responsible for Minerals and Energy Development, South Africa, 7-11 February 2000;

  2. Participated in a meeting convened jointly by DESA and UNEP in Nairobi, 25-26 January 2000 to review the draft study on "The World Energy Assessment";

  3. ECA, as a member of the Board of Directors, attended the seventh Board of Directors meeting of the Southern and Eastern Mineral Centre (SEAMIC), held from 6 to 9 March 2000 in Dar-es-Salaam, Tanzania. The institute is one of the ECA-sponsored institutions operating in the area of mineral resources development and utilization;

  4. Participated and helped to organize a symposium on the development of the mineral sector in Guinea, Conakry, 28-30 March 2000;

  5. Also participated in the symposium: MIGA/Ouagadougou 2000 convened from 3 to 7 March in Conakry, Guinea;

  6. Participated and helped in servicing the Conference of Ministers of Minerals and Energy, 29 November - 3 December 2000, Ouagadougou, Burkina Faso. ECA prepared a study entitled, "Mineral Resources and the Alleviation of Poverty in Africa" which served as background document for the Conference.

SRDC-CA held consultations with ECCAS in Libreville, Gabon, from 11 to 16 February 1999 for the relaunching of the institution;

SRDC-CA organized and led a multidisciplinary circular mission to 11 countries of ECCAS to collect data and information and seek advise for the establishment of the ECCAS relaunching programme and serviced the meetings of the legislative organs of the organization including the Conference of Heads of State and Government of ECCAS, in June 1999;

SRDC-CA prepared a project document for UNDP assistance to ECCAS, in collaboration with ECCAS and UNDP Libreville

(ii) With countries

SRDC-CA contributed a technical paper to Gabon's first national seminar on trade in March 1998;

SRDC-CA organized a workshop to promote non-conventional foods, Sangmelima, Cameroon in 1999.
