This annex

REGIONAL ADVISORY SERVICES PROVIDED TO MEMBER STATES,
INTERGOVERNMENTAL AND NON-GOVERNMENTAL ORGANIZATIONS
ECA has a mandate to assist member States and their institutions in developing capacity to design and implement development policies and programmes through technical cooperation activities. Such technical cooperation, which does not involve disbursement of financial resources, takes the form of on-demand regional advisory services to member States and their intergovernmental organizations, training workshops, seminars and fellowships, institution-building, and field projects. ECA organizes more than 40 group training workshops and seminars annually to enhance capacity in its member States.
Advisory services - ECA's main vehicle of delivering country-level support is provided by a multidisciplinary team of regional advisers deployed in the various substantive divisions of the Commission. These services focus on clearly defined policy and technical challenges facing member States, for which the countries lack specialized expertise.
During the period under review, ECA's technical cooperation activities covered the full gamut of its work programme - ranging from food security; information technology; capacity-building for economic policy formulation and management; development management; regional cooperation and integration; and trade and investment issues. The major technical cooperation activities undertaken in the period 1998-2000 are listed in this annex. Activities undertaken are listed by beneficiary country and by organization or agency.
SUBPROGRAMME 1: FACILITATING ECONOMIC AND SOCIAL POLICY ANALYSIS
(a) Technical Cooperation
(i) With member States
Several member States received assistance in computerizing their customs procedure, data and advance cargo information system.
(ii) With Ethiopia
ECA initiated new host-country activities under which this subprogramme undertook the following activities: Technical assistance and logistic support to the Customs Training Schools; Workshop on globalization; support to graduate programme in economics at the Addis Ababa University; and capacity-building support for debt management
(iii) With the Democratic Republic of Congo
ECA undertook an assessment of the situation in Democratic Republic of Congo to support efforts at establishing lasting peace, reconstruction, and sustainable development.

SUBPROGRAMME 2: ENHANCING FOOD SECURITY AND SUSTAINABLE DEVELOPMENTIN AFRICA
(a) Technical Cooperation
(i) With UNFPA
Technical Advisory Programme, in providing advisory services and technical assistance on cartography, census taking, demographic data processing and analysis to African countries.
(ii) With Ethiopia
A professional staff from the National Office on Population participated in the training workshop on the PEDA model, Addis Ababa, 9-18 June 1999.
ECA provided assistance to the National Office on Population in developing a national research agenda on reproductive health and food security.
ECA provided assistance to the Addis Ababa City Government Urban Development and Work Bureau in the preparation of a major study on internal migration and urbanization in Ethiopia with special focus on Addis Ababa. The outcome of the study is intended to support informal policy formulation in the field of urban planning for Addis Ababa.
Within the framework of the Joint ECA/Ethiopia Technical Cooperation and Development Committee, the Division will designate one of its staff to assist Addis Ababa University as external examiner.
ECA prepared a study entitled, "Urban infrastructures: Planning and Management" for the Tigray Region of Ethiopia. The study was presented at the workshop on urban development, convened in Mekele, Tigray, Ethiopia, 11 - 13 October 2000.

In addition to these, the Library provided critical information support to all ECA Divisions and SRDCs in their substantive work programmes and services to member States.
SUBPROGRAMME 5: PROMOTING REGIONAL COOPERATION AND INTEGRATION
A. Facilitating Regional Cooperation and Integration
(a) Advisory services
Operationalization of the institutional machinery for economic and social policy coordination and harmonization among African countries;
Support to member States in global trade and other relevant negotiations.

ECOWAS and CEMAC
Mobilized a grant of $US300,000 through the World Bank for the two organizations to implement the air transport liberalization programme in Central and West Africa. The grant is being managed by the ECOWAS Secretariat.SATCC
Provided assistance to SATCC in preparing the programme of air traffic liberalization for its member States.Mozambique and Zambia
Completed the pre-feasibility study on the transport component of the UNDP-sponsored Growth Triangle Initiative. Participated in and helped service the meeting of the Bureau of African Ministers responsible for Minerals and Energy Development, South Africa, 7-11 February 2000;
Participated in a meeting convened jointly by DESA and UNEP in Nairobi, 25-26 January 2000 to review the draft study on "The World Energy Assessment";
ECA, as a member of the Board of Directors, attended the seventh Board of Directors meeting of the Southern and Eastern Mineral Centre (SEAMIC), held from 6 to 9 March 2000 in Dar-es-Salaam, Tanzania. The institute is one of the ECA-sponsored institutions operating in the area of mineral resources development and utilization;
Participated and helped to organize a symposium on the development of the mineral sector in Guinea, Conakry, 28-30 March 2000;
Also participated in the symposium: MIGA/Ouagadougou 2000 convened from 3 to 7 March in Conakry, Guinea;
Participated and helped in servicing the Conference of Ministers of Minerals and Energy, 29 November - 3 December 2000, Ouagadougou, Burkina Faso. ECA prepared a study entitled, "Mineral Resources and the Alleviation of Poverty in Africa" which served as background document for the Conference.
SUBPROGRAMME 6: PROMOTING THE ADVANCEMENT OF WOMEN
(a) Technical Cooperation
(i) With IGOs and other organizations
IDEP, the ADB and ICRISAT, all received assistance on gender mainstreaming;
Technical assistance was provided to AFWE in organizing the second Global Trade Fair and Investment Forum, October 1998.
(ii) With member States
Establishment of two subregional Enterprise Development Centres (in West Africa and the Eastern and Southern Africa regions);
Information workshop on the General Assembly Special Session on Beijing + 5, June 3, New York;
Malawi and Mauritius both received assistance in the development of their gender mainstreaming programme and in the formulation of their gender Plans of Action, while Mauritius received additional support in establishing a micro-credit programme for Women.

(i) With regional economic communities (ECCAS and CEMAC)
SRDC-CA held consultations with ECCAS in Libreville, Gabon, from 11 to 16 February 1999 for the relaunching of the institution;
SRDC-CA organized and led a multidisciplinary circular mission to 11 countries of ECCAS to collect data and information and seek advise for the establishment of the ECCAS relaunching programme and serviced the meetings of the legislative organs of the organization including the Conference of Heads of State and Government of ECCAS, in June 1999;
SRDC-CA prepared a project document for UNDP assistance to ECCAS, in collaboration with ECCAS and UNDP Libreville
