Cette rencontre a pour but dÆamÚnager un espace Úlectronique qui permette aux Africains, aux Nord AmÚricains et Ó tout autre intervenant intÚressÚ dÆÚchanger leurs points de vue sur les perspectives politiques et les visions des rÚalitÚs africaines qui devraient sous-tendre les relations internationales avec le continent. Elle sera prÚsidÚe par Dr. K.Y. Amoako, SecrÚtaire ExÚcutif de la CEA, Dr Julius Ihonvbere de la Fondation Ford, et Mme Adwoa Dunn-Mouton de lÆAPIC, tandis que le modÚrateur principal, en lÆoccurence Dr Abdou Maliq Simone, sera assistÚ de Mmes Karin Santi (APIC) et Mercy Wambui (CEA) qui feront office de co-modÚrateurs. La Table Ronde mettra Ó profit les opportunitÚs offertes par les nouvelles technologies en matiÞre de communication pour collecter et dissÚminer des informations sur lÆAfrique. Elle Úprouvera les moyens par lesquels des sujets et des perspectives inspirÚs du continent peuvent Ûtre intÚgrÚs dans des dÚbats sur des politiques africaines qui se tiennent hors de celui-ci. En outre, elle tirera parti des confÚrences Úlectroniques novatrices de la CEA qui ont prÚcÚdÚ le 40Þme anniversaire de cette institution (AFR-FEM, mars-mai 1998), du Forum sur le Developpement de lÆ Afrique (juin-octobre 1999) et de la capacitÚ de lÆAPIC de relayer des informations sur lÆAfrique vers dÆautres rÚgions des Etats Unis, du continent et dÆailleurs. La Table Ronde se tiendra du 8 janvier au 8 mai 2000, et ses travaux sÆ Útaleront sur quatre mois. Chaque sÚance portera sur un thÞme prÚcis. Les thÞmes suivants ont ÚtÚ retenus, dans lÆordre : Economie et DÚveloppement DÚmocratie et Droits Humains Paix et SÚcuritÚ, et Education et Culture Chaque sÚance sera introduite par plusieurs panÚlistes qui feront une dÚclaration liminaire et coordonneront les Úchanges de vues. Pendant une vingtaine de jours, la parole sera donnÚe aux personnes interrogÚes et aux participants. A lÆinstar des confÚrences traditionnelles ( i.e non-Úlectroniques), la selection de panÚlistes de haut niveau et le fait de leur donner la parole en premier permettront de lancer les dÚbats. Au cours des trois semaines que dureront les discussions pour chaque thÞme, les participants pourront apporter leur contribution et les modÚrateurs veilleront Ó ce que celles-ci soient en rapport avec le sujet. Le logiciel lyris listserv utilisÚ par Bellanet permettra aux participants de prendre part aux discussions par e-mail (courrier Úlectronique) ou par le biais de lÆinternet. Celles-ci seront ensuite archivÚes et mises Ó la disposition dÆun public plus large. Une publication sous forme de livre sera ÚditÚe Ó lÆissue des travaux de la Table Ronde. VERSION: International Policies, African Realities This is to invite your participation in "International Policies, African Realities", an electronic roundtable co-sponsored by the United Nations Economic Commission for Africa (ECA) and the Africa Policy Information Center (APIC), Washington, D.C. The objective of the Roundtable is to provide an electronic space in which Africans, North Americans and others can discuss what policy perspectives and understandings of African reality should shape international engagement with Africa. It is to be chaired by Dr. K.Y. Amoako, Executive Secretary of the ECA, Dr. Julius Ihonvbere, the Ford Foundation, and Ms. Adwoa Dunn-Mouton, APIC. The principal moderator will be Dr. AbdouMaliq Simone assisted by Ms. Karin Santi (APIC) and Ms. Mercy Wambui (ECA) as co-moderators. The Roundtable will try to use the opportunities opened up by new electronic communication technologies to come up with new ways of putting together and conveying African knowledge. It will experiment with means by which African-initiated content and perspectives can be projected into policy debates on African issues taking place outside the continent. It will build on the innovative ECA electronic conferences preceding the ECA's 40th anniversary (AFR-FEM, March-May 1998) and the African Development Forum (June-October 1999), as well as on APIC's capacity to relay information on Africa to diverse constituencies within the U.S., Africa, and elsewhere. The Roundtable will run from January 8 - May 8, 2000, and will be divided into four month-long sessions. Each session will focus on a specific theme. The themes include in order: - Economy and Development, Each session is to be introduced by several panellists, responsible for opening remarks and interchange before being opened up to 20 days of comment from Roundtable respondents and general participants. As with such a panel at an in-person conference, the selection of high-quality panellists and giving them an opportunity to speak first will set the tone of the discussion. During the three-week discussion period for each topic, the audience will have its chance to contribute, with the moderators taking the responsibility to ensure that contributions from the floor are pertinent to the discussion. The lyris listserv software utilized by Bellanet will allow participants to join the discussion by e-mail or from the web, and the archive of discussions will be available for access by an even wider audience. A book-length publication will be prepared following the conclusion of the Roundtable.
