Mainstreaming Professionalism and
Ethics in African Public Service

ECA will co-host a
Workshop on the Development of Training Kits for Mainstreaming Professionalism
and Ethics in the African Public Service, with UNDESA/DPADM, UNDP and AMDIN from 1 - 3
December at the United Nations Conference Centre.
The workshop is a
major component of a project titled Mainstreaming Public Sector Professionalism and
Ethics in Africa: the Charter for Public Service in Africa. The goal of the project
(which is financed by the United Nations Development Programme, UNDP, and executed by the
Department of Economic and Social Affairs, UNDESA) is to assist Governments, civil society
and private sector organizations in Africa to develop national strategies for
mainstreaming professionalism and ethics in the public sector.
The workshop aims
among others to promote a common understanding on measures and strategies for
mainstreaming professionalism and ethics and for combating corruption in the African
public service, and review existing strategies by training institutions in imparting in
elected and career officials as well as civil society actors knowledge of good practices
in professionalism and ethics.
Expected outcomes of the workshop include:
Strategies for
mainstreaming public service professionalism and ethics at the national level;
Training kits
containing among others the African Public Service Charter, Report of the Public Service
Ethics Project, the UNDP Country Assessment in Accountability and Transparency or
CONTACT, CD-ROM on public service ethics prepared in collaboration with 7 French-speaking
African countries, the 1997 Declaration of the OFPA Conference of Civil Service Ministers
titled, Declaration of Rights and Obligations of Public Administration Users/Clients
(la Declaration des Droits et obligations des usagers de lAdministration), the
UN Anti-corruption Training Tool Kit, etc.)
Recommendations on measures for integrating training kits into MDIs training curricula and in national professionalism and ethics dissemination programmes;
Participants are drawn from public service agencies, anti-corruption and watch-dog bodies, and Management Development Institutes.
