The benchmarks and indicators are part of the recommendations of a consultative meeting in March 2006 in Addis Ababa to develop the framework and guidelines for land policy and land reform in Africa. In a welcome statement, the Director of Food Security and Sustainable Development, Josue Dione, called on the experts to also develop the mechanisms and for applying the indicators at the national, sub-regional and continental levels. He also sought expert advice on the specific roles of various stakeholders in the development and implementation of the benchmark and indicators and guidance on appropriate strategies to secure broad buy-in among all stakeholders. The meeting was made possible by a grant from UN-HABITAT and co-hosted in the framework of the African Union, Economic Commission for Africa and African Development Bank land policy initiative.
