Secured land rights, improved land management and land use and better land governance are crucial to Africa's social, political and economic development, sustainable resource management, as well as the achievement of peace and security in Africa.
In recognition of the central role of land in African development, the African Union Commission (AUC), the UN Economic Commission for Africa (ECA) and the African Development Bank (AfDB), under the overall leadership of the AUC, have launched a joint land policy initiative in 2006, with a view to developing a framework and guidelines on land policy in Africa (F&G).
The F&G has been developed from 2006 to 2009, through a highly participatory and inclusive process, led by the AU Regional Economic Communities. The process culminated in April 2009 in the endorsement of the F&G by the AU joint conference of Ministers in charge of Agriculture, Land and Livestock and further more, in the adoption of a Declaration on land by the 13th ordinary session of the Assembly of African Heads of State and Government, calling for the effective use of the F&G at national and regional levels.

The implementation phase of the AU Declaration on land was officially launched in Octobre 2010 in Lilongwe, Malawi, marking the beginning of the second phase of LPI, dedicated to building the capacity of AU member states in support of effective and improved land policy development, implementation and evaluation in Africa. |
