ABOUT

Parliamentarians as publicly elected officials and lawmakers of countries can play a significant role in supporting ICT, Science, Technology and Innovation for Development Policy and Strategies at national, sub-regional and global levels. However, not many parliamentarians are fully aware of the issues and implications of the ICT, Science, Technology and Innovation framework in their countries, hence not able to actively participate in national debates and translating citizens’ needs into policies.

The Economic Commission for Africa (ECA) has provided support at various times to the Government of Uganda in ICT and Science and Technology framework development and implementation. This support has covered: the development of an ICT Policy in 2000, ICT measurement programme under the SCAN ICT project in 2003, the development of sectoral e-health policy in 2004-2005, the development of a resource mobilization strategy for the Ministry of Foreign Affairs in January 2005 and advisory service in Science and technology in 2006. It is therefore important to share the status of the above initiatives and experience in the same area elsewhere with ICT and S&T Parliament Committees Member and staff to equip them with required skills so as to be able for lobbying for enabling ICT and Science and Technology Policy frameworks and for the domestication of the already ratified regional instruments.more...

OBJECTIVES


The current workshop aims at building the capacities of ICT and S&T Committee Members, to interact with their constituents and the public in general, to improve the scrutiny of the executive and to contribute at regional and global levels to the debate on the knowledge economy issues.

The specific objectives of the workshop are to-:

  • Familiarize Members of Parliaments (MPs) on their role in ICT, Science, Technology and Innovation (ISTI) Policy formulation, planning and monitoring;
  • Expose MPs to regional and international instruments governing the development and implementation of ISTI;
  • Refine the role of ICT and S&T Committees and strategies in Parliaments
  • Learn and share from different best practices
ISSUES
To effectively achieve the above objectives, the workshop will focus on these areas:

1. ICT, Science and technology status in Uganda and the role of various stakeholders;
2. What Parliamentarians require to effectively use ICTs and promote ICT for development;
3. ICT, S&T for Development issues, poverty eradication and for attainment the Millennium Development Goals (MDGs);
4. Main output the drafting of ICT and Science and Technology Committees plans of action and follow-up mechanisms.

WORKSHOP DURATION AND PARTICIPANTS

The workshop duration will be three days. Participants will be Hon. Members of the ICT Committee and the Committee of S&T of the Parliament of Uganda.

The workshop will be structured around presentations and discussions, working group discussions, synthesis and presentation of the conclusions and recommendations.

This session will focus on the role of Information and Communication Technologies (ICT), Science, Technology and Innovation (STI) in accelerating growth and promoting sustainable development leading to the eradication of poverty towards the attainment of Millennium Development Goals (MDG’s). The African Information Society Initiative (AISI), an action framework to bridge the digital divide and speed the continent's entry into the information and knowledge global economy will be outlined.

This session will discuss the main requirements for establishing an enabling environment for the attainment of Information, Science and Technology for all, including the legal and regulatory mechanisms, appropriate policies and strategies for universal access. The session will also examine the role of Parliaments and Parliamentarians in facilitating the establishment of an enabling policy and regulatory environment supporting the use of ICTs, Science and Technology in underserved communities at affordable cost and look at possible Financing mechanisms and emerging technological and Information Society issues.

This session will focus on strategies for ensuring that ICTs , STI are “mainstreamed’ into the agenda of Parliament, looking particularly into the importance of ICT and STI Committees and their mandates and strategic positioning of ICTs and STI in parliaments.
