Ten African countries win awards for using ICT to improve public service delivery

Addis Ababa, 4 May 2009 (ECA) – Twelve innovative projects from 10 African countries have won the 2009 Technology in Government in Africa (TIGA) awards in recognition of achievements that led to changes in the use of ICTs for public service delivery, according to an announcement last Thursday in Addis Ababa by the Economic Commission for Africa (ECA) and its partners, the Governments of Canada and Finland. The deadline for the 2009 Technology in Governments in Africa (TIGA) Awards is the 28th of February 2009. Entries can be made in the following categories: 1. Public service delivery to citizens/communities
This award recognizes outstanding achievements by organisations or teams in developing and implementing innovative projects to improve online government service delivery (such as service application forms, tax payments, revenue collection, birth & death registration, other forms of Government eServices, etc.); with a specific focus on citizens or businesses as clients of government. The Prizes will be under three levels/sub-categories: national, provincial, and local. 2. Improved health services through the use of ICTs
This award recognizes outstanding achievements by organisations or teams in developing and implementing innovative projects to improve online as well as Government eServices using other forms of health service delivery; with a specific focus on citizens as clients of government. The Prizes will be under three levels/sub-categories: national, provincial, and local.
3. Improved educational services through the use of ICTs
This award recognizes outstanding achievements by organisations or teams in developing and implementing innovative projects to improve online as well as Government eServices using other forms of education service delivery; with a specific focus on citizens as clients of government. The Prizes will be under three levels/sub-categories: national, provincial, and local.
4. Public Private Partnership (PPP) in economic and financial eServices delivery
This award recognizes outstanding achievements by organisations or teams in developing and implementing innovative projects to improve financial service delivery (such as customs, banks, insurance, trade facilitation, etc.); with a specific focus on citizens as clients of government. The Prizes will be under three levels/sub-categories: national, provincial, and local.

Judging |
|
A Panel of Judges composed of prominent personalities with sound knowledge and experiences in the use of ICTs in government services in Africa and elsewhere will be presiding over the selection and review process.
Judging will be based on the entries for the stated categories, and winners will be those, who in the opinion of the Judges have made a significant contribution to:
1. Government effectiveness in terms of reducing costs
2. Effective delivery of public services and improved accessibility to citizens
3. Fostering local talent and creating synergies between the private and public sector |

Conditions for Entry |
1. Conditions governing the Awards
ECA and Canada Fund for Africa have the right to reproduce and transmit in any media, for non-commercial purposes, the work that has been selected.ECA and Canada Fund for Africa have the right to cancel the Awards at any time, when the selected entities and organisations are found ineligible or don’t fulfil the criteria laid down for the award.The decision of the judges shall be final. Members of the Panel of Judges for the Award and members of the sponsoring institutions shall not be eligible to submit an entry.
2. Criteria for entries
Applicants are required to submit a full description of the project under each category entered. In addition, a dully-completed application form should accompany all entries. The project description should clearly illustrate the benefits to Government clients of the category entered based on the selection criteria including Government effectiveness in terms of reducing costs, effective delivery of public services and improved accessibility to citizens, and fostering local talent and creating synergies between the private and public sectors.
Application forms and description of the project should be in English or French. Though the projects/initiatives can be in any language including local languages, the submissions should be translated into English or French. Entries that do not address projects in Africa and undertaken by non-local organisations are ineligible.
3. Submission of Entries
A FULLY COMPLETED FORM WITH A FULL DESCIPTION OF THE PROJECT MUST ACCOMPANY EACH SUBMISSION; OTHERWISE THE ENTRY WILL BE DISQUALIFIED.
All entries in a language other than French and English must have translation and/or transcription included in the submission. Closing date for the 2009 Technology in Governments in Africa (TIGA) Awards is 28th February 2009.

4. Winners
The winners will be selected from entries, which in the opinion of the Judges make a significant contribution to Government effectiveness, effective delivery of public services and improved accessibility to citizens, and fostering local talent and creating synergies between the private and public sectors. The selection will be followed by an official notification from the ECA and Canada Fund for Africa for each category and sub-category.
The winning entries will be disseminated internationally and honoured at the 2009 TIGA AWARDS Ceremony to be held in March-April 2009 in Addis Ababa, Ethiopia.
