African institutions such as the African Union (AU), The African Development Bank (ADB) and the African Capacity Building Foundation (ACBF) have each a central role to play in the promotion and the implementation of the NEPAD agenda.
The AU
NEPAD is a programme of the African Union designed to meet its development objectives.
Presently, the roles played by the two structures for the development of Africa are complementary. Indeed, the AU is primarily responsible for the architecture for Peace and Security on the continent. This includes the Peace and Security Council, Continental Early Warning System, Panel of the Wise and the Africa Standby Force. NEPAD's role with regard to Peace and Security is on post-conflict reconstruction and mobilization of resources for the AU Peace Fund.
The African Development Bank (ADB) is a strategic partner in the implementation of NEPAD's Agenda. Since the launching of NEPAD, the Bank has been increasing its support to it. In particular, the Bank has been intervening actively in Building Infrastructures through projects identified under the NEPAD Action Plan for Infrastructure Development. It has also been participating in the fostering of the Peer Reviews initiated among African leaders, and in providing technical support to the secretariat of NEPAD.
A NEPAD unit has been created at ADB to coordinate the Bank involvement in the NEPAD process.

The ACBF
The African Capacity Building Foundation (ACBF), is expected to play an important role to ensure the success of the implementation of NEPAD. Indeed, at the sub-regional level, many RECs are working to align their programmes in line with NEPAD priorities. Many of them continue to include NEPAD implementation in the agenda of their Summits. And the ACBF has been targeted to contribute to develop a programme to address the capacity constraints of RECs. |
