Draft Provisional Annotated Agenda

Session I Opening session

Chair: Abdoulie Janneh, Under Secretary-General and Executive Secretary of the Economic Commission for Africa

The Executive Secretary of Economic Commission for Africa (ECA) will make welcoming statements and call on the Commissioner of Economic Affairs of the African Union (AU) Commission and the CEO of the NEPAD Secretariat to make opening remarks. Following, the Deputy Secretary-General of the United Nations will make opening statement and declare the meeting open.

Session II Progress report on the implementation of the recommendations of the 7 th RCM

Chair: Asha-Rose Migiro, Deputy Secretary-General of the United Nations

The meeting will consider the progress report on the implementation of recommendations from the Seventh annual meeting prepared by ECA. The presentation will focus on the key themes and policy issues crucial to strengthening the UN system-wide support to the implementation of NEPAD as well as the challenges and constraints in implementing these recommendations.

Session III Review of the Cluster System

Co-Chairs: Fama Ba, Director for Africa Region, UNFPA and Scholastica Kimaryo, Deputy Director, UNDP Regional Bureau for Africa

ECA will present a report on the external review of the cluster system it commissioned. The presentation will emphasize the recommendations that came out of the external review focused on improving the overall operational efficacy of UN system-wide support to the implementation of NEPAD at the regional and sub-regional levels.

The External review will be complemented by two case studies; one on a cluster showcasing best practice and another demonstrating the difficulties and constraints of operating within its thematic cluster.

In subsequent discussions, the NEPAD Secretariat and the AU Commission will be given an opportunity to express their views, concerns and issues arising from the above presentations.

Session IV Overview of the 10-year Capacity-Building Programme for the African Union

Chair: Maxwell Nkwezalamba, Honorable Commissioner of Economic Affairs African Union (AU) Commission

The meeting will examine the 10-year Capacity Building Programme for the African Union. The discussion will give due consideration to the challenges of operationalizing UN support to the AU on the global, regional and sub regional levels.

Session V Discussion on selected theme: Post-conflict Reconstruction

Chair: Firmino Mucavele, CEO of the NEPAD Secretariat

The meeting will discuss post conflict recovery and reconstruction in Africa. The discussion will focus on the challenges of peace building, efforts to enhance the capacity of the AU and the regional economic Communities (RECs) as well as illustrate coordinated and collaborative UN efforts using Southern Sudan, Burundi, and Sierra Leone as cases in point.

Session VI The way forward

Chair: Abdoulie Janneh, Under Secretary-General and Executive Secretary of the Economic Commission for Africa

The meeting will discuss and agree on the way forward with a set of concrete proposals for issues identified and an action plan.

Session VII Closing of the meeting

Chair: Asha-Rose Migiro, Deputy Secretary-General of the United Nations
The meeting will consider the outcomes of the discussions on the way forward and any other business, and make concluding remarks.
