Session I Opening session

Chair of the RCM: H.E. Dr. Asha-Rose Migiro, UN Deputy Secretary General

The Deputy Secretary General of the United Nations will call on the Executive Secretary of ECA to make welcome remarks. She will then invite the Director of the NEPAD, Regional Integration and Trade Department of the African Development Bank and Acting CEO of the NEPAD Secretariat to make some remarks, and the Chairperson of the African Union Commission to make a statement. Following, the Deputy Secretary-General of the United Nations will deliver the opening address and declare the meeting open.

Session II The Meeting Theme “Coordinated Multisectoral Response to the Food Crisis Challenge in Africa ”

Moderator: Department of Political Affairs (DPA)

The Agriculture, Food Security and Rural Development (AFSRD) Cluster will make a presentation on the theme. Discussions around the theme will then follow. The different clusters will be encouraged to tentatively agree on two to three activities related to the theme for joint implementation. It is expected that the activities will be developed into full projects by a specified date after the meeting. Main issues arising and recommendations will be synthesized from the discussions.

Session III Progress Report on the RCM, and Outcomes and Impacts of Activities undertaken in the context of the Cluster System of the RCM

Moderator: The AU Commission

The RCM Secretariat will present a progress report on the RCM. This will be followed by presentations by the Conveners of the nine clusters on the outcomes and impacts of their activities. Discussions will follow and main issues arising and recommendations will be synthesized from the discussions.

Session IV Outcomes of the Review Meeting on Measures to Enhance the Functioning

of the RCM in Support of the African Union and its NEPAD programme

Moderator: The NEPAD Secretariat

The RCM Secretariat will make a presentation on the main outcomes of the Review Meeting on measures to enhance the Regional Consultation Mechanism of UN Agencies and organizations working in Africa in support of the AU and its NEPAD Programme. Discussions on the presentation will then follow. Main issues arising and recommendations will be synthesized from the discussions.

Session V Discussions on UN Support to Climate-related Actions at the Regional Level

Moderator: Office of Special Adviser on Africa

The RCM Secretariat will introduce the CEB decision on coordinated UN system response to the challenge of climate change, which relates to ensuring planning and delivery of coherent support and synergistic UN-support to climate-related policies and actions at the regional level. Discussions on the issues raised and on how effective coordination could be achieved in the context of the RCM will then follow.

Session VI Main Issues Arising and Recommendations of the 9th

Meeting of the RCM

Moderator: The African Development Bank

The RCM Secretariat will present the main issues arising and recommendations, and record agreed amendments. This will be finalized after the meeting and from which, an outcome document will be prepared.

Session VII The Way Forward and Closing

The Executive Secretary of ECA will make some remarks on the way forward.
