The Infrastructure Development Cluster
The Infrastructure Development Cluster comprises the following sub-clusters:
- Energy;
- Information and Communication Technology (ICT);
- Transport; and
- Water, Sanitation and Hygiene.

Water and Sanitation Sub-cluster
The sub-cluster operates under the auspices of the UN-Water/Africa with the aim to support the Integrated Water Resource Management (IWRM) principles of the Africa Water VISION 2025 and to assist River Basin development initiatives.

Energy
The sub-cluster supports the implementation of the outcomes of the World Summit on Sustainable Development (WSSD), the Ninth UN Committee on Sustainable Development (CSD9), to make the African Energy Commission (AFREC) operational and assist Member States to provide an enabling environment to attract investors, within the framework of the NEPAD programme.

Information and Communication Technology (ICT):
The sub-cluster aims at narrowing the digital divide by helping implement the NEPAD Short- Term Action Plan (STAP) on infrastructure

Transport:
The sub-cluster implements the Sub-Saharan Africa Transport Policy Program (SSATP), liberalize access to the air transport market in Africa, in accordance with the Yamoussoukro decision, Transport corridors and the Almaty Programme of Action.

Governance Cluster
The Cluster promotes good governance through direct support to the secretariat of the Africa Peer Review Mechanism (APRM) and to the APRM process at the regional and country levels. It is composed of two Sub Clusters:
- Political governance
- Economic and corporate governance

Political Governance:
The Sub-cluster gives high-level advice to the NEPAD Secretariat and has participated, with other cluster members, in NEPAD Steering Committee meetings, Heads of State and Government meetings, and Africa Partnership Forum. UNDP worked closely with partners, including in regional and country workshops, to develop both the Capacity Development Strategic Framework, which was endorsed by Ministers of Public Service, and the Communication and Advocacy Strategy.

Economic Governance:
The Sub-cluster contributes to improvements in macroeconomic policy, which helps create a positive economic environment for growth and achieving the MDGs. Its yearly flagship publication, the Economic Report on Africa (ERA), and its advocacy activities, such as the annual Conference of African Ministers of Finance, Planning and Economic Development, inspire thinking and progress in many African countries. Improvements in macroeconomic policies as well as favorable world conditions have led to strong growth in over the past few years.

Social and Human Development
The working objectives of this cluster are based on the AU and NEPAD priority areas and are consistent with the MDGs, the UN General Assembly Special Session on HIV/AIDS and the 2001 Abuja Declaration on HIV/AIDS, Tuberculosis, Malaria and other related diseases.
It has six sub–clusters:
- Health , HIV/AIDS, Malaria, TB and other infectious diseases;
- Education and Human Resources;
- Gender, Youth and Development;
- Social Welfare, Protection and Human Trafficking;
- Labour and Employment; and

Health, HIV/AIDS, Malaria, TB and other infectious diseases
The Sub-Cluster aims to combat HIV/AIDS, Malaria, TB and other infectious diseases, which are the major causes of morbidity and mortality as well as a constrain to the Social-Economic development agenda of Africa.

Education and Human Resources (EHRSC):
The Sub-cluster (EHRSC) aims to provide concerted support to the AU and its NEPAD program in the areas of education and youth for advancing social, human, and educational development in Africa with a specific focus on the implementation of the Second Decade of Education for Africa Plan of Action (2006-2015) and the Africa Decade for Youth Development and Empowerment (2009-2018).

Gender and Development:
The goal of this Sub-cluster is promoting gender equality and the empowerment of women. Further strengthening NEPAD’s priority areas is also the objective of the Sub-cluster.

Social Welfare, Protection and Human Trafficking:
The Sub-cluster aims to tackle social welfare, protection and human trafficking by promoting NEPAD priority area of Human Resources Development including Reversing the Brain Drain, it provides technical support to African countries in establishing programmes for reversing the brain drain.

Labour and Employment
Provides the much needed support for the implementation of 2004 Ouagadougou Declaration and Plan of Action adopted by the AU Extraordinary Summit (2004).

Sports and Culture
The Sports and Culture Sub Cluster aims to provide concerted support to the AU and its NEPAD programme in the area of culture and sports for advancing social, cultural, and human development in Africa.

Environment, Population and Urbanization
The Environment, Population and Urbanization Cluster deals with cross-cutting and sectoral issues and assists the AU Commission and other African organizations in the formulation and implementation of their environmental population and urbanization policies. In addition, it works to increase joint projects and collaborative efforts from UN support and AU system organization in support of the African Union and its NEPAD programme. The objectives are to address the challenges of growing populations and movement of people; rapid growth of towns; environmental degradation and pollution; and the lack of demographic statistics.

Agriculture, Food Security and Rural Development (AFSRDC)
The Agriculture, Food Security and Rural Development Cluster (AFSRDC) mission is to provide coordinated and effective support to the agriculture, food security and rural development agenda of the African Union Commission (AUC), NEPAD, the Regional Economic Communities (RECs) and ultimately the countries themselves.

Science and Technology
The Science and Technology Cluster supports the implementation of Africa’s Science and Technology Consolidated Plan of Action (CPA). Three inter linked pillars make up the CPA for science and technology: capacity building, knowledge production and technological innovation

Advocacy and Communication
The main objective of this cluster is to promote greater understanding of NEPAD globally, build support for NEPAD among Africans and the international community, and promote the work of the UN in support of the NEPAD

Peace and security
The Peace and Security cluster aims at strengthening regional and sub-regional organizations in terms peace and security, post-conflict reconstruction and development, human rights, justice and reconciliation. It also supports the implementation of the Ten- year Capacity Building Programme for the African Union.
This cluster is supported by three sub-clusters:
- Peace and Security Architecture of the AU;
- Post-Conflict Reconstruction and Development; and
- Human Rights, and Justice and Reconciliation sub-clusters.
Coordinator: This cluster is coordinated by the Department of Political Affairs (DPA) and the United Nations Office to the African Union (UNOAU). Ambassador Zachary Muburi-Muita of UNOAU is the current coordinator.

Peace and Security Architecture of the AU
The sub-cluster actively provides the AU Commission with financial, material and technical support.

Post-conflict Reconstruction and Development
The sub-cluster supported the AU to develop a comprehensive and strategic policy on Post-Conflict Reconstruction and Development. It is coordinated by the UN High Commission for Refugees (UNHCR). The sub-cluster continues to provide the AU Commission with finical, material and technical support.

The Human Rights, Justice and Reconciliation
The sub-cluster encouraged further harmonization of plans between AU and UN in the field of human rights, justice and reconciliation and also addressed health, gender, culture and regional integration issues as part of its activities. It is coordinated by the Office of the High Commissioner on Human Rights (OHCHR).

Industry, Trade and Market Access Cluster (ITMA)
This cluster was established following the re-configuration of the Agriculture and Market access cluster, during the 7th RCM. Its objective is to support African regional and sub-regional organizations in strengthening their capacity to lead the development, needs assessment, resource mobilization, implementation and monitoring of AU/NEPAD related programmes and projects in the context of trade, industry, and market access.
