Terms Of Reference Of The Working Group

Assisting The Follow-Up Committee

1. The establishment of the Working Group assisting the Follow-up Committee derives from guidelines contained in the terms of reference of the Follow-up Committee endorsed by the nineteenth meeting of the ECA Conference of Ministers of Planning and Economic Development.

A. Functions

2. The Working Group will:

    (a) Assist the Follow-up Committee in its activities;

    (b) Provide technical support in the implementation of the Dakar/Ngor Declaration; and,

    (c) Play an advisory role in the review of the programme of work of the Follow-up Committee and the proposals for the new orientations for the programme of work.

B. Membership

3. The Working Group supporting the Follow-up Committee is composed of the following core members of the Preparatory Committee of the third African Population Conference, established in 1991 by the seventeenth session of the ECA Conference of Ministers of Planning and Economic Development:

Members:

  • United Nations Economic Commission for Africa (ECA);

  • United Nations Population Fund (UNFPA);

  • Organization of African Unity (OAU);

  • African Development Bank (ADB);

Ex-Officio:

  • Institut africain pour le développement économique et la planification (IDEP);

  • Institut de formation et de recherche démographiques (IFORD);

  • Regional Institute for Population Studies (RIPS);

  • Centre d'études et de recherches sur la population pour le développement (CERPOD);

  • Union for African Population Studies (UAPS).

4. Selected African and/or non-African institutions will also be invited as observers to the meetings of the Working Group.

C. Periodicity of meetings

5. The Working Group will first meet to work out a tentative work programme for consideration by the Follow-up Committee consistent with the recommendations of the Dakar/Ngor Declaration.

6. Thereafter, the Working Group will meet at least once a year to assess constraints and problems for the implementation of the Dakar/Ngor Declaration, set up programme priorities for the future.

7. The Working Group will report to the biennial meetings of the Follow-up Committee.

D. Secretariat

8. ECA will serve as secretariat for the Working Group and will maintain a liaison office at its headquarters among all members.
