Description of requirements:

UNECA hereby seeks to pre-qualify a suitable contractor capable of providing the maintenance of the gardens in the UNECA secretariat compound including the gardens in the United Nations Conference Center and the residence of the Executive Secretary. The total area to be covered by the contract is 58,150 square meters. The maintenance includes the maintenance of all existing facilities, plants, grass shrubs, trees etc by providing the following services: 1) Nursery for replacement of plants as required, 2) After care and maintenance of existing plants like pruning, weed control, shrub, tree, grass and green house maintenance, indoor planting, etc. Only pre-qualified firms may be invited to the tender by a “Request for Proposal” (RFP). This tender envisages selection of a single firm to undertake the contract.

Please note that the UNECA is precluded from entering into contract with a firm that is not fully registered with UNECA. DESCRIPTION OF SERVICES

Provision of Maintenance Services for the Garden in UNECA, UNCC and Compound of the Residence of the Executive Secretary

GENERAL INFORMATION

Premises, Description and Location

The United Nations Economic Commission for Africa (ECA) complex is located at Menilik Avenue , at Addis Ababa , Ethiopia . It consists of seven main buildings, spread over an area of 11.05 hectares. Apart from UNECA, the complex also accommodates 14 UN Agencies, some 3000 persons (staff members, consultants, contractors, etc) and receives a large number of visitors as well. For example, 99,306 visitors were received in the years 2005-2006. The United Nations Conference Center in Addis Ababa (UNCC-AA), one of a few international level conference center complexes in the country, hosts 55,000 VIPs including Heads of State of Governments and Ministers annually.

SERVICES REQUIRED

The contractor must have the capacity to provide the following services:

•  Maintenance of the gardens in the UNECA secretariat compound including the gardens in the United Nations Conference Center and the residence of the Executive Secretary which covers an area of 58,150 square meters

Major activities of the contractor are to provide immediate replacement or planting as required, aftercare and maintenance of existing and new plants which includes pruning, controlling of weeds and insects, maintenance of trees, shrubs, grass, flowers, in-door planting, manual watering etc…

Maintenance of the gardens must be executed with the minimum inconvenience and obstruction of access to the users and occupiers of the site. The contractor is also expected to replant designated important representative areas seasonally. In addition, the contractor is expected to cut flowers (subject to availability) appropriately when requested by Facility Maintenance Section for use within the Commission as required, (detailed activities are listed in the RFP). All machineries should be stored properly when not in use. All rubbish, weeds and superfluous material should be disposed of and carted away from the site.
