1. Brief on ECA

The United Nations Offices at Addis Ababa, Ethiopia comprises the following;

•  132,050 square meters

•  Perimeter, 1,495 meters

•  10 buildings complex-wide (two scheduled for construction)

•  Approx, 94,000 sq. meters of Office/Conference space

•  2 pedestrian entrances & 3 vehicle entrances

•  Approx. 3,000 staff members

•  Approx 15,000 visitors per annually for conferences

2. Expression of Interest (EOI )

It is anticipated that the Procurement Division of the United Nations will shortly be issuing a solicitation on the requirement referenced above. ECA intends to upgrade its complex wide electronic and physical security controls and network infrastructure. In this connection, the UN is requesting expressions of interest from experienced and qualified firms to design supply and build those controls. The design will comply with United Nations access control standards.

Interested firms shall be:

•  a qualified SoftwareHouse dealer with the capacity to support a large campus-wide rollout; or

•  a firm possessing substantial and proven record of performance and adequate financial and technical resources in this same field of activities that will sub-contract a qualified SoftwareHouse dealer

3. The Scope of Work

  • SoftwareHouse Ccure 800

  • Digital video cctv systems

  • Perimeter intrusion detection

  • Vehicle barriers

  • Cards & Card Readers

  • Badging stations

  • Card readers and alarms

  • Turnstiles, Electric Doors & Locks with remote unlock functions,

  • Alarm Monitoring

  • Fault Tolerant Fiber Optic LAN/WAN

  • Dedicated Communications Network

  • Vehicle access control

  • Redundant File Servers, Storage and Workstations

  • Security control center upgrades

4. Mandatory Site Visit

A mandatory site visit will be held at ECA on 29 August , to provide the vendors enough relevant information about the facility's requirements. Vendors responding to the EOI shall block the date and plan accordingly. The results of pre-qualification and eligibility of participation will be informed through email on 24 August.

Please note:

Firms interested in being considered for this requirement must complete in full, the attached EOI Response Form and forward it together will all supporting documentation, as instructed in the Form. All information must be received no later than the deadline date indicated in the EOI.

The UN reserves the right to reject Expressions of Interest if received after the above deadline or where it is viewed that the firms may not possess the desired capabilities, experience, etc., estimated and deemed necessary for the subject requirement .
