Mutual Review of Development Effectiveness in Africa 2011

The 2011 Interim Mutual Review of Development Effectiveness in Africa (MRDE) report prepared jointly by United Nations Economic Commission for Africa (UNECA) and the Organisation for Economic Co-operation and Development (OECD) is now available.


This report has been prepared following the strong endorsement from African Finance Ministers for the Mutual Review process, at their meeting in Addis at the end of March 2011, and their request for more regular reports to be produced.  It has been timed to be available as preparations for the G8 Summit are being finalized, and in the hope that it may prove a useful contribution to the discussions there with African leaders.  It will be followed by a main report in the Autumn of 2011.

The report contains substantial new information, as available up to mid-April, updating the analysis in the 2010 Mutual Review published at the MDG Review Summit last September.  The main findings are summarized in the Executive Summary.


The purpose of the MRDE report is to assess:



  • What has been done by Africa and its development partners to deliver on commitments in relation to development in Africa;

  • What results have been achieved, and;

  • What the key future priorities are.

It looks at commitments made by political leaders collectively, rather than national governments individually. In doing so, it attempts to look at overall performance, recognising that within this there is a large degree of variation and diversity between countries. It is organised within the same four clusters of topics as the 2009 MRDE Report and 2010 MRDE Report, namely:



  • sustainable economic growth;

  • investing in people;

  • good governance; and

  • financing for development.
