Subprogramme 4 -

Economic cooperation and regional integration

Objective: To strengthen the capacity of member States to formulate and implement policies and programmes for integrated and sustainable development and management of natural resources, including minerals and energy resources, in support of regional integration, including enhancing the policymaking and institutional capacities of member States, the African Union and the regional economic communities to achieve the integration objectives and priorities of NEPAD within a subregional and regional context.

EXPECTED ACCOMPLISHMENTS (EAs) AND INDICATORS OF ACHIEVEMENT (IoAs) - (2008-2009)

EA1: Increased national capacity to adopt policies and implementing programmes for integrated natural resources development, including energy resources and other regional public goods, with a view to promoting regional integration

 

IoA1:. Increased number of policies and programmes adopted and implemented by African countries and regional economic communities to strengthen and develop natural resources, including energy resources, as well as other regional public goods

EA2: Enhanced knowledge and skills of policymakers and other stakeholders for integrated natural resources development and management, including energy resources and other regional public goods

 

IoA2: Increased number of policymakers and other stakeholders that acquire knowledge and skills on integrated natural resources development and management, including energy resources and other regional public goods

EA3:  Strengthened capacity for policymaking at the national, regional and subregional levels to support the implementation of NEPAD priorities and other regional initiatives

 

IoA3: Increased number of countries harmonizing their national policies and other common policy measures towards achieving the regional integration objectives of NEPAD and the Abuja Treaty

Main results to date:

Result 1: Enhanced capacity of the AU through the Development of a framework for the African Union Peace Support Operations Division (PSOD) Business Plan, which in turn was used by PSOD to develop its Business Plan. Development of policies for addressing peace and security issues in the continent, notably in the Greater Horn of Africa and on harmonizing the sub-regional peace and security structures; Contribution in the establishment of a follow-up mechanism to help in establishing a mechanism for transitional justice and social peace in countries emerging from conflict.

Result 2: Development of a set of policy recommendations for post conflict reconstruction and development in areas and countries emerging from conflict, with particular emphasis on Darfur; Unification of the Darfur armed groups and development of a common position and a common negotiating team; Contribution in the development of a road map for the resolution of the Darfur conflict.

Result 3: Completed Country Review Mission Report for Uganda and Uganda has been Peer reviewed during the APR Forum's 9th Summit. Preparation of the groundwork for the launching of the Country Self Assessment Report of Ethiopia and the launching of the APRM review process.

Result 4: Contribution on enhancing synergies and complementarities between the Regional Coordination Mechanism of UN agencies working in support of the African and its NEPAD programme and the Regional Director’s Teams (RDTs).

  • Support to the AUC, enhancing governance and strengthening institutional and management systems

Result 1: Developed capacity building programme for transforming the Commission including enhanced capacity to leverage the cooperation agreements (i.e.  the UN-AU Cooperation Framework for the Ten Year Capacity-Building Programme for AU and the AU-European Union Strategic Partnership); a results oriented performance management and accountability framework, accepted by AUC; tools and instruments necessary to deliver the AU vision in the long term and the 2009-2010 Strategic Plan in the medium term;

Result 2: Acceptance of 2009-2012 strategic plan for IGAD Office of the Facilitator/Special Envoy for Somalia Peace and National Reconciliation; Adoption of a concept and implementation plan of action by the government of Somalia and facilitation of capacity builders working with Somalia TFG programmes.
