Subprogramme 6 - Subregional activities for development

Objective: To strengthen the capacity of member States to formulate and implement harmonized policies and programmes in support of integration efforts at the subregional and regional levels within the overall framework of the New Partnership for Africa’s Development and the internationally agreed development goals, including those contained in the United Nations Millennium Declaration

EXPECTED ACCOMPLISHMENTS (EAs) AND INDICATORS OF ACHIEVEMENT (IoAs) - (2008-2009)

EA1:    Enhanced capacity of member States, regional economic communities, intergovernmental organizations and civil society organizations to formulate and implement harmonized policies and programmes to address key subregional development priorities

 

IoA1:  Increased number and impact of common policy measures and institutional arrangements adopted and implemented by member States and regional economic communities as a result of ECA assistance

EA2:  Strengthened understanding and skills at the subregional and country levels in designing and implementing harmonized policies and regional integration programmes             

 

IoA2:  Increased number of participants in ECA workshops that have acquired knowledge and skills on how to formulate and implement harmonized policies and programmes in the areas of information and communications technology, post-conflict reconstruction, macroeconomic, monetary and fiscal issues, sustainable water resources development and management and the collection of quality statistical data

Main results to date:

Subregional Office for Northern Africa (SRO-NA)

Result 1: The reconstructing of the IT services is improving ECOWAS capacity to develop the information Society in the Region. A regional Framework for e-Government and a Guidelines Framework for e-Legislation were also adopted at the- COMESA Fourth Meeting of Technical Committee on Information Technology Khartoum, Sudan 25th - 27th March 2008. Guidelines on cyber criminality and personal data protection were adopted by the ministers in charges of Telecommunications and ICT of the EECOWAS region. ECA is sharing the experience gained from its assistance to ECOWAS on the ICT legal framework with EAC, COMESA and CEMAC. The COMESA training workshop on ICT indicators   organized with ECA assistance has led to two regional workshops on the theme in collaboration with ITU and UNCTAD.

Result 2: The sub regional experience on the ICT legal framework is also translated to a continental level in cooperation with AUC to develop an African convention on ICT legal harmonized legal framework. ECA assistance to RECs helped ECOWAS developing and adopting an harmonized ICT legal framework, CEEAC adopting a Strategy for the information society, and COMESA starting implementation of various axis of the ICT Strategy guidelines including the ICT indicators, e-Government, e-legislation and e-security.

Result 3: Possible reinforced cooperation with ESCWA in the areas of common interest as the follow-up of WISIS, and on the implementation of an enabling environment for the Information Society.

Subregional Office for Western Africa (SRO-WA)

Result 1: Establishment of the Regional Infrastructure Fund: ToRs and roadmap prepared; ECOWAS set up a 10 millions US$ infrastructure fund, and the Spanish Government pledged to support the activities of the PPDU to a tune of 15 millions Euros over a five year period.

Result2: Preparation of 3rd ECOWAS Business Forum: assistance for the preparation of a study on regional energy projects and energy resources database to be considered by the Forum.

Subregional Office for Southern Africa (SRO-SA)

Result 1: Developed networks of experts and practitioners in the respective sectoral areas to facilitate information sharing, synergies and potential collaboration, especially through information and communications technology, workshops and seminars.

Result 2: Raised awareness and improving understanding of policy makers of SADC and COMESA countries on the implications of current level of policy implementation and gaps that need to be filled to achieve the water and sanitation targets of the MDGs.

Result 3: Increased capacities of African governments and institutions to formulate and implement IWRM policies, and water and sanitation service delivery policies in accordance with the MDG and the JPOI. Making ClimDev-Africa programme on adaptation to climate change operational through the finalization of the programme document, and take-off of the African Climate Policy Centre (ACPC) charged with the implementation of ClimDev.
