Results
of the first phase of project SCAN-ICT in
Ghana
The first phase of the study of the Project Scan-ICT
in Ghana started with the development of methodology,
namely the establishment of a detailed list of
the tools necessary for the collection, data processing
and presentation. The second phase related to the
collection and analysis of data of the institutions
of the public sector, private sector (companies
of ICT), medical institutions and educational establishments.
To facilitate the research and the data-gathering,
a Scan-ICT network of research, composed
of the representatives of universities, polytechnic
institutes
and institutes of research, was set up. At each
key institution, it was entrusted a specific role,
namely to serve as antenna of collaboration or
regional coordination In addition, it was set up
a Network of people questioned within the framework
of the Scan-ICT project, i.e. who answered directly
at the time of the interviews, or sent by mail
their answers to the team of the project.
The methodology used for the data-gathering was
multiform: sending by mail of questionnaires, direct
interviews, electronic correspondence, inserts
in the newspapers and radio broadcasts. The study
revealed that the direct interviews were more profitable
than the answers obtained by other means.
The study related in particular to the following
fields:
- The sector of ICT which interests the key
actors and involved parts;
- An overall view of ICT in Ghana;
- Sectoral profiles of the projects of ICT in
the privated and public sectors, and the
use of applications in fields such as education
and
health;
- The industry of the ICT in Ghana .
The study revealed that the sector of the ICT
had undergone a remarkable transformation during
fifteen last years, as attests it the existence
of mobile telephony, the cable television, the
stations of radio and Internet. The majority of
public and private organizations are computerized
and these sectors constitute the base of customers
of the majority of ICT companies. The rate of penetration
of computers and Internet is rather encouraging
in the studied sectors, in particular the schools,
the universities and the institutions of health.
