Results of the first phase of project SCAN-ICT in Senegal

The Scan-Tic Project in Senegal was implemented by a team known under the name of: «l’Observatoire sur les systèmes d’information, les réseaux et les inforoutes au Sénégal (OSIRIS)». The process started with the organization of a meeting for the national fascinating parts in July 2001. The indicators which the participants adopted included/understood the questions of infrastructure, national strategic planning and the sectoral applications such as the governorship, the society of information and the economy of information.

The data were gathered by using secondary sources (theoretical research starting from the studies, reports, publications and Web, etc.) and of the primary sources (such as questionnaires intended for the various companies of the public sector, the agents of execution of the projects, the private sector, the users of the ICT, etc).

The methodology of the Scan-ICT Project contained indicators which were thoroughly defined and which could restore the desired results. By way of example, an indicator such as "the number of telephones per home" is better than "the number of telephone per inhabitant" insofar as the first gives a more realistic image of the penetration of the telephone in each household. In the same way, results obtained starting from indicators such as "the number of users of Internet or subscribers with Internet" can give a false image, insofar as the computers and the access to theICT are generally centralized in the Community centers, cybercafe . The report underlines the need for a continuous evaluation of the effectiveness of the indicators.
