Action Plan

Finalisation of draft Social Policy Framework for AU/NEPAD.

Coordination of collective support to the proposed AU

Finalization of Draft Declaration and Plan of Action
on Employment and Poverty Alleviation: Lead Agency ILO,

Support to AU/NEPAD to mainstream employment in its activities:

Making education more relevant to employment needs;

Halting and reversing the brain drain that is rapidly
diminishing the availability of human capacity in key
development areas.
Activities
Regional Level

Joint action towards assisting the AU/NEPAD to formulate
a policy on employment and poverty in accordance with
the Draft Declaration and Plan of Action on Poverty and
Employment adopted by the AU Summit, Durban 2002; Lead
Agency, ILO; Participating Agencies, UNDP, ECA, all cluster
members;

Collective support for the proposed AU Special Summit
on Employment and Poverty, Lead Agency ILO, Participating
Agencies, all cluster members;

Support employment-related activities of the tripartite
AU, Labour and Social Affairs Commission; Lead Agency,
ILO; Participating Agencies, all cluster members;

Establish inventory of best practices to support the
mainstreaming of employment and labour issues into national
PRSPs, and encourage the participation of social partners
in the dialogue;

Translate the MDGs into specific targets in the area
of employment promotion; Lead Agencies, ILO, UNDP, Participating
Agencies, all cluster members. Agencies: WHO, UNFPA, UNDP,
IOM and UNICEF
Indicators of Achievement

Development of a Social Policy Framework for NEPAD.

Assist NEPAD to develop a plan of action on employment
in Africa.
- Establish a database on best practices for employment
promotion and participation of social partners in PRSP.
Achievements to date
- Employment Sub-Sector: ILO engaged with NEPAD/AU in preparation
of the draft Social Policy Framework for Africa.
Next Steps
-
Joint advocacy for development of collective strategies
for markets, labour standards, centers of certification
through NEPAD to ensure quality of African export products
through domestic industrial product controls.
