Joint
programmes and activities for the coming two years (2003-2004):
- Natural
disaster and risk management:
Activities include: sensitivity mapping, contingency planning,
vulnerability indexing, integrated planning, early warning,
risk assessment and mapping, establishment and strengthening
early warning mechanisms in all sub regions.

Sustainable NEPAD cities:
Activities: urban poverty profiles, slum mapping, local
environment plans, population control services, establishment
of livability standards, promote concepts of empowered cities/communities
with Local Government Authorities and support interested
communities;
- Safer
Cities Programme:
Activities: Victimization surveys, youth offender profiles,
- Waste
Management in African Towns and Cities:
Assessment of the impact of waste on environment and human
settlements;
- Rural-urban
linkages and management of peri-urban growth:
Assessment of pressure on peri-urban lands, including environmental
impact;
- Global
Warming & the implementation of the Kyoto Protocol on
climate change:
Development of clean development mechanisms and joint implementation
under the Kyoto Protocol to assist in the effective implementation;
- Marine
Environment Protection in Africa:
Monitoring, control and mitigation of marine pollution,
- Data
for monitoring and evaluation of progress in
the achievement of NEPAD goals in the areas of environment,
population and urbanization;
- Policy
dialogue, advocacy and awareness:
Development and utilization of advocacy tools, finalization
of the Environment Initiative of NEPAD by June 2003 and
submission to AMCEN and AU; follow-up on implementation
of the Environment Initiative of NEPAD; Consultations with
Sub-regional Economic Communities, countries and other stakeholders
to agree on key activities falling under the eight priority
areas of Framework Action Plan of the Environment Initiative
of NEPAD; Information exchange with and amongst governments
and relevant organizations;
- Capacity
building at the regional, sub-regional and
national level for joint implementation of programmes to
address environmental, population, urbanization issues
and respond to emergencies.
The cluster also agreed on benchmarks as well as tracking
the progress of relevant MDGs.
