How is the Special Initiative being implemented?
A: Most of the resources under the Initiative are firmly rooted in national programmes of action locally-defined and managed.
What are the implementation arrangements under the Initiative?
A: Lead agencies have the responsibility to organize specific programmes and implementation arrangements in their areas of assignment. Sector investment programmes for the main sectors involved in SIA are being developed at the country level will be the framework for implementation. The ACC has established a Steering Committee supported by a Secretariat to monitor the timely implementation of the Initiative and to evaluate progress achieved.
How does the Special Initiative relate to the priorities of African governments?
A: The Initiatives objectives correspond to Africas own development agenda, particularly as stated in The Cairo Plan of Action: Relaunching Africa in Economic and Social Development and adopted by African Heads of State at the June 1995 OAU Summit. The priorities of the Cairo Agenda include: governance, peace, stability, and development; food security; human resources development and capacity building; regional economic cooperation and integration; and structural transformation of African economies.
