Land is central to development. Achieving Agenda 2063 and Agenda 2030 rely on Africa’s ability to unlock the potential of its land to boost productivity and realize inclusive economic growth in order to alleviate poverty and eradicate hunger. In this regard, Africa urgently needs responsive policies and institutions that facilitate access to land and security of tenure for land users and potential investors. In addition to facilitating land rights delivery, effective land administration supported by appropriate infrastructure creates an enabling environment for efficient land and property markets, often a pre-condition to land based investments.
The good news is that many African governments are already at different stages of land policy and institutional reforms to improve land governance. At continental level, the AUC, ECA and AfDB will strengthen support to member states through an African Land Policy Center (ALPC) to support member states and coordinate efforts to implement commitments made at the level of the AU Summit and other policy organs. What remains is concerted effort by African member states, with support of regional and continental institutions, to build on lessons and promising practices to implement the reform agenda. In the current global environment characterized by changing priorities, addressing challenges in the land sector requires reflection for home grown solutions, including increased domestic resources and effective partnerships with the private sector.
The objective of the high level ministerial dialogue is to raise awareness, exchange knowledge and draw lessons from promising practices to enhance land governance and the management of land based investments. The forum will also launch the African Land Policy Center (ALPC).
