Introduction
At COP30, Africa will advocate for a climate agenda rooted in justice, equity, and resilience. With the continent disproportionately affected by climate change yet contributing minimally to global emissions, African negotiators will push for scaled-up climate finance, operationalization of the Loss and Damage Fund, a just energy transition, and fair access to carbon markets. Africa will offer its vast renewable energy potential, carbon sink capacity, and youth-driven innovation, while demanding meaningful reforms in global climate finance and governance.
Africa’s Four Key Negotiation Priorities
- Climate Finance Reform: Africa will push for a new global climate finance goal of $1.3 trillion annually by 2030 and demand increased access to grants and concessional loans, especially for adaptation.
- Loss and Damage Fund Implementation: Ensure the fund is fully operational with transparent governance and direct access for vulnerable communities, and advocate for non-debt-creating finance and simplified disbursement mechanisms.
- Just Energy Transition: Promote tailored transition pathways that balance decarbonization with development and seek support for renewable infrastructure, skills development, and transition finance.
- Carbon Markets and Nature-Based Solutions: Push for fair pricing and integrity in carbon markets under Article 6 of the Paris Agreement, and highlight Africa’s forests, peatlands, and mangroves as global carbon sinks.
Africa Pavilion
The Africa Pavilion is a regular feature of the UNFCCC COP summits, first introduced at COP17 in Durban (2011) following a mandate by the African Union Heads of State in 2011. It is a collaborative effort hosted by major African institutions—African Development Bank (AfDB), African Union Commission (AUC), United Nations Economic Commission for Africa (ECA), and AUDA-NEPAD. At the 38th ordinary session of the AU assembly held in February 2025, Afreximbank was co-opted into the ClimDev-Africa programme partnership, which made it a core partner in convening the Africa Pavilion at COP events.
Located typically in the Blue Zone of the COP venue, the Pavilion serves as a central platform for networking, showcasing, and advancing Africa’s common climate positions.
The 30th Conference of the Parties under the UNFCCC, is scheduled for 10–21 November 2025 in Belém, Pará, Brazil.
Africa Pavilion Programme
The highlight of the Africa Pavilion at COP30 will be the Africa Day, where high level policy makers from the African region will engage with stakeholders on the state of the global climate change negotiation streams’ outcomes and their role in addressing climate induced challenges to Africa’s development in general, and for strategies such as the Africa climate change and resilient development strategy. 
In addition, the Pavilion will host over 40 other side events convened by ClimDev-Africa partner institutions in coordination with African member states. Lastly, to facilitate coherent backstopping for the AGN, the Pavilion will provide space for networking and organizing bilateral and group discussions on regional priorities and partnerships.
