Introduction and Background

The Climate for Development in Africa (ClimDev-Africa) programme has served as a key continental platform for addressing climate change challenges since its establishment in 2011. Jointly implemented by the African Union Commission (AUC), the United Nations Economic Commission for Africa (ECA), and the African Development Bank (AfDB), the programme has made significant strides in strengthening climate information services, early warning systems, and policy integration across Africa. As Phase I of the programme concludes, valuable lessons have emerged regarding its achievements and areas needing improvement. The transition to Phase II presents an opportunity to build on these foundations while adapting to the evolving climate finance landscape and Africa's growing climate resilience needs.

This planning workshop comes at a key moment, following the launch of Phase II in September 2023 during the first African Climate Summit in Nairobi, Kenya, and ahead of significant continental climate events, including the 2nd Africa Climate Summit (ACS-II) and COP30. The three-day gathering in Nairobi will convene the programme's core partners, technical experts, and stakeholders to collectively shape the strategic direction of ClimDev-Africa for the upcoming years. The workshop aims to ensure Phase II delivers a greater impact through more effective governance, enhanced resource mobilization, and stronger alignment with Africa's climate priorities.

Workshop Rationale and Objectives

The planning workshop aims to address several pressing needs in the transition to Phase II. Firstly, it will provide a platform for a comprehensive review of Phase I implementation, drawing on the recently completed impact assessment to identify successes and challenges. This retrospective analysis is crucial for informing adjustments to the Phase II approach. Secondly, the workshop will facilitate critical discussions about optimizing the programme's governance structure, which requires reform to enhance decision-making efficiency.

The workshop's primary objective is to refine the Phase II business plan to ensure it remains responsive to Africa's current climate challenges. This includes aligning the program with emerging priorities such as nature-based solutions, climate-smart agriculture, and innovative financing mechanisms. The workshop will also develop concrete strategies for resource mobilization, acknowledging that Phase II's ambitious $191 million funding target requires innovative approaches to donor engagement and partnership building.

Additionally, the meeting will enhance collaboration among the three implementing institutions and regional partners. By promoting better synergy between the AUC, ECA, and AfDB operations, the workshop aims to boost program delivery and effectiveness. The results will directly inform preparations for ACS-II and Africa's involvement in COP30, ensuring that ClimDev-Africa plays a significant role in these high-level processes.
