Tanzania’s path toward a national data governance framework

Dodoma and Dar es Salaam, Tanzania, August 26-29, 2025 – The  Ministry of Communication and Information Technology (MCIT) of the United Republic of Tanzania, in collaboration with the Economic Commission for Africa (ECA) and GIZ, convened the Data Governance Capacity Building Workshop and Country Assessment from 26th to 27th August 2025 in Dodoma and the Data Governance Framework Stakeholder Engagement Workshop on 29th August 2025 in Dar es Salaam, Tanzania. 

The two-day capacity-building workshop brought together representatives from the Government, technical experts from various ministries and regulatory authorities, as well as civil society organizations, private sector experts, and academics. It aimed to strengthen institutional capacities and inform data policy development covering foundational concepts of data governance, treaty frameworks such as the AU Data Policy Framework and the Malabo Convention, and approaches to establish reliable governance structures and resilient digital infrastructures.

The sessions also explored data sovereignty, localization, and cross-border data flows, as well as interoperability and cross-cutting issues, including gender perspectives, participatory and inclusive policymaking. Discussions highlighted the importance of aligning Tanzania’s data governance journey with continental and global frameworks to enhance trust, accountability, and interoperability.

The national stakeholder engagement workshop, held on 29 August 2025 under the theme "Collaborative Development of Tanzania’s National Data Governance Framework," provided a platform for government institutions, private sector leaders, academia, and civil society to review Tanzania’s progress, share perspectives, and draw on regional and global best practices.

The opening session was addressed by Mohamed Mashaka, Director of ICT Systems Development and Compliance Services at MCIT, who set the tone for the day’s deliberations. He was joined by Mr. Emmanuel Mkilila, Director General of the Personal Data Protection Commission, MCIT; Mr. Mactar Seck, Chief of Emerging and Frontier Technologies, Innovation and Digital Transformation Section at the ECA; and Eng. Leo Magomba, Director of ICT Infrastructure, MICT. Their interventions underscored the need for inclusive policy, robust institutions, effective legal frameworks, and cross-sectoral collaboration to secure Tanzania’s digital future.

The workshop featured technical presentations and breakout sessions on strengthening regulatory frameworks, enhancing interoperability, and advancing data-sharing practices across institutions. Participants mapped stakeholder roles, identified national priorities, and recommended practical steps for building an inclusive data governance roadmap.

The deliberations reinforced Tanzania’s commitment to developing a trusted, transparent, and sustainable data governance framework that strengthens institutional capacity, fosters citizen trust, and accelerates innovations, development, and regional integration.
