Chad moves towards adopting its national artificial intelligence strategy

8 octobre, 2026

N’Djamena, 8 October 2026 — With support from the United Nations Economic Commission for Africa (ECA), Chad advanced its National Artificial Intelligence Strategy (NAIS) at a pre-validation workshop in N’Djamena. The meeting aligned the strategy with national priorities and brought together government representatives, drafting committee members, experts and partners.

Developed through several months of consultations and technical work led by the United Nations Economic Commission for Africa (ECA), in collaboration with the Ministry of Telecommunications, the Digital Economy and Digitalisation and the National Committee, the draft strategy outlines Chad’s artificial intelligence priorities for 2027–2035. It identifies agriculture, public administration, security and defence, education, and health as priority sectors, while establishing ethical and regulatory governance, reliable infrastructure and data, and stronger national capacities.

At the opening, the Inspector General, representing the Ministry’s Secretary-General, Mr Hissein Brahim Abdelkerim, commended ECA for its key role in developing and finalising the document and thanked participants for their commitment. He recalled that rigorous data governance is essential to ensuring that artificial intelligence serves the people. He stated: “The effectiveness of a national strategy of this scope is measured not by the number of its pages, but by its ability to deliver tangible and lasting results in people’s lives. It is now our responsibility to mobilise the necessary resources so that it benefits as many people as possible.”

Mr Mactar Seck, Chief of the Technology and Innovation Section at ECA, highlighted the strategy’s human-centred ambition: “By 2035, artificial intelligence should help every Chadian, in a language they understand, to access healthcare, produce, obtain information and access public services, while respecting their rights and national sovereignty.” He also emphasised the conditions for its implementation: “The success of this strategy will depend on inclusive governance, stronger national capacities and the sustained mobilisation of public, private, academic and civil society stakeholders.”

Participants reviewed the draft’s relevance to national priorities and clarified the responsibilities associated with its implementation. Their contributions will help consolidate the proposed directions, refine the governance mechanisms and finalise the document before it is submitted to the Government by the end of the year.

This workshop marks a decisive step towards adopting a national artificial intelligence policy that delivers concrete results for the Chadian people. It paves the way for finalising a strategic framework based on responsible governance, the development of national capacities and the deployment of solutions tailored to the country’s needs. Its implementation should foster an inclusive digital transformation, support improvements in public services and make a lasting contribution to Chad’s economic and social development.
