The World Urban Forum 13 (WUF13), scheduled for 17–22 May 2026 in Baku, Azerbaijan, represents a critical global platform to address the growing housing crisis and its implications for sustainable development. The forum will emphasize the need to position housing as a central pillar of inclusive, resilient, and sustainable urbanization, while advancing the localization of the Sustainable Development Goals (SDGs).
Within this context, housing finance has emerged as a defining constraint shaping housing outcomes across developing regions, particularly in Africa. Despite rapid urbanization and increasing housing demand, access to affordable and adequate housing remains limited due to underdeveloped financial systems, structural inequalities, and persistent informality.
As part of the Road to “Baku: The Local Way”, regional consultations aim to elevate territorial perspectives and showcase locally grounded solutions that can inform global debates and contribute to the “Baku Call for Action”.
To this end, this consultation will focus on advancing a “New Deal for Housing Finance in Africa”, bringing together stakeholders to identify scalable, inclusive, and innovative financing solutions tailored to African contexts.
