Bridging the Gap Between Evidence and Policy Implementation Outcome and Real-World Impact in Africa

The Challenge: The Challenge: Africa's Policy and Strategy "Implementation Gap"

Africa is at a critical turning point. Africa has no shortage of research, policy frameworks, or promising pilot programs. Yet, these policy and strategy efforts often fail to translate into scalable, transformative impact. This "implementation gap" means that despite decades of work, deep-rooted structural challenges persist, and development investments underperform.

The Result: Promising solutions remain isolated, and the continent’s full potential remains untapped.

Existing efforts provide pockets of progress but lack the analytical depth and system-level approach to policy and strategy implementation needed to drive true transformation. Without a fundamental shift in how we understand and address Africa’s structural issues, investment will continue to underperform, yielding limited or unsustainable impact.

Solution: The Africa Development Impact Forum (ADIF) is not just another forum, but a direct response to this systemic failure.

It is a radical departure from the status quo, designed to turn insights and ideas into implementation outcomes, and vision into verified impact. ADIF aims to embed implementation logic into every step and act is an action engine, turning insight into implementation that is measurable and actionable, and vision into verified impact.

ADIF is a high-level convening platform designed tosupport policymakers, policy implementers and decision makers in effective policy and strategy implementation by fostering collaboration, knowledge exchange, peer-learning, and actions toward effective policy implementation to address Africa’s most pressing socio-economic challenges. The Forum seeks to bridge the implementation gap between research knowledge and action with real-world impact by engaging and convening a diverse group of stakeholders from the public and private sector.

WHY ADIF?

  • Action-Oriented Design: Focused not only on dialogue but on driving tangible and measurable results through collaborative, outcome-based activities.

  • Collaborative: Co-create solutions through cross-sector partnerships and multi-stakeholder dialogue.

  • Inclusive & Participatory Stakeholder Approach: Leveraging diverse voices- from the public sector and the private sector, academia, youth, and development partners- to co-create solutions rooted in real-world needs.

  • Three-stage Engagement Model for Lasting Impact: A uniquely and innovatively structured process that maintains engagement before and beyond the event, ensures continuity, deep stakeholder engagement, accountability and measurable results through a structured process that extends far beyond a single event.

    • Call-to-Action Challenge (Pre-forum): Co-develop problem statements and mobilize ideas.

    • Policy/Strategy Hackathon (During the Forum): Test and refining actionable solutions.

    • Implementation Clock (Post-forum): Track, support, and scale up proven models.

Inaugural ADIF 2026

The 2026 Inaugural edition of the Africa Development Impact Forum theme centered on Bridging the Implementation Gap: "Best Practices and Innovative Solutions for Job Creation in Africa”.

GOAL: To catalyze systemic change that generates meaningful jobs and economic opportunities across Africa. Africa needs to create over 15 million jobs annually to meet youth employment demand. ADIF directly addresses this challenge by:

  • Showcasing scalable models for job creation across sectors and regions.

  • Encouraging evidence-based policy design informed by applied research on jobs.

  • Building consensus around replicable and fundable solutions and best practices.
