
Progress on work on agriculture and climate change
Policy reviews – climate resilience in the agricultural sector
ACPC is conducting a review of agricultural sector policies to determine the extent to which agricultural policies are informed by climate related agricultural research; the extent to which the policies influence practice in the agricultural sector and the feedback mechanisms between policies, research and practice. The nexus between agricultural research, practice and policy is a key determinant of the resilience of the agricultural sector to climate change and its ability to increase productivity and support economic growth and development, poverty reduction and improvement of livelihoods of the people. In 2012, ACPC initiated these studies in three countries, Kenya, Malawi and Mali. Progress is as follows:
Kenya: ACPC has partnered with a local institution, the Kenya Institute of Public Policy Review and Analysis (KIPPRA) for this study, and a project agreement has been signed. To guide the project, a study methodology has been developed and secondary data collection commenced. Key stakeholders are involved in the study and field data collection is ongoing. The study is expected to be completed by end of March 2013.
Malawi: ACPC has partnered with Bunda University College and a project agreement signed. The data collection process started in December 2012 and was \preceded by a stakeholders mapping launch workshop. The team is currently finalizing data collection, expected to be completed by end of March 2013. The final study report will be completed by end of April 2013.
Mali: ACPC conducted initial country visit in March 2012 to discuss the study with key stakeholders within the country. However, work has not progressed due to the political situation currently prevailing in the country.
Work on Loss and Damage
In collaboration with the United Nations University and in partnership with local experts and institutions in countries, ACPC is conducting case studies on Loss and Damage assessment due to adverse impacts of climate events in five African countries, namely Burkina Faso, Ethiopia, Kenya, Mozambique and The Gambia. The results of the case studies will contribute to the Loss and Damage work program of the United Nations Framework Convention on Climate Change (UNFCCC), especially from Africa’s perspective. In addition, the results will also fill specific knowledge gaps on Loss and Damage and help to inform IPCC 5th Assessment Report (Working Group II).
Progress is as follows:
Kenya and The Gambia: These two case studies were financially supported by the United Nations University (UNU) in collaboration with the ACPC. Both studies were completed in early November 2012 and preliminary results presented at the eighteenth Conference of Parties (COP 18) meeting in Doha in December 2012. Currently, the results of the studies are being prepared into journal articles for broader dissemination.
Burkina Faso, Ethiopia and Mozambique: These case studies were financed directly by the ACPC and data collection completed in December 2012. The final reports are are under preparation and journal articles will be produced from each case study by end of February 2013 for wider dissemination.
