Building expanded and resilient urban fiscal space in Africa

This report presents the financial performance assessment of the Addis Ababa City Administration within the framework of building expanded and resilient urban fiscal space in Africa. It analyses revenue and expenditure trends, fiscal autonomy, revenue collection efficiency, asset management, and accounting standards compliance for the period 2018/19–2022/23. The findings highlight Addis Ababa’s progress in enhancing fiscal autonomy and liquidity, challenges with arrears and revenue concentration, and opportunities for diversifying revenue streams and optimizing asset management to strengthen fiscal resilience and sustainable urban development
