Welcome address by ministry of finance chief director at the High Level Social Protection Forum in Ghana

The Honorable Minister for Gender, Children and Social Protection, Hon. Dr. Agnes Naa Momo Lartey, distinguished participants, development partners, colleagues, Ladies and gentlemen

Thank you for joining us for this important engagement. This High-Level Social Protection Forum provides a vital platform for us to reflect on Ghana’s progress in building a stronger and more inclusive social protection system.

As a Ministry, we recognize that social protection is not only a policy priority, but is central to our national development agenda. It remains a key pillar for safeguarding vulnerable households, strengthening human capital, and enhancing resilience in a period shaped by economic pressures and climate-related risks.

Our collaboration with ECA under the three-year initiative is advancing this mission. Together, we are improving the evidence base that allows us to identify vulnerabilities, anticipate shocks, and assess the performance of existing programmes. This Forum marks a significant milestone in translating that analysis into strategic action.

Over the next two days, I encourage all stakeholders to engage openly and constructively. Share your practical experiences, what is working, what gaps must be urgently addressed, and which innovations from across the region can enrich Ghana’s approach. These insights are invaluable as we refined our strategies for coverage expansion, improved coordination, and enhanced shock responsiveness.

As a Ministry, we reaffirm our commitment to strengthening systems, deepening policy alignment, and ensuring that our interventions are efficient, well-targeted, and sustainably financed.

I would also like to express our sincere appreciation to all partners, government agencies, development partners, civil society, academia, and the private sector. Your continued collaboration is essential as we work toward an adaptive and inclusive social protection framework that leaves no one behind.

I look forward to productive discussions and actionable recommendations that will shape the next phase of the MoF–ECA initiative and advance Ghana’s broader social protection priorities.
