The Economic Governance Report III (EGR III) examines public debt governance in Africa, emphasizing that debt sustainability depends on strong institutions, legal frameworks, and transparency. Drawing on six country case studies, it assesses weaknesses such as institutional fragmentation, limited risk analysis, and political influence. The report introduces a Debt Sustainability Governance Index to measure performance and recommends reforms, including stronger debt laws, autonomous management units, improved transparency, and better oversight, alongside global financial reforms to support sustainable and development-aligned borrowing.
