African Gender and Development Index

This technical note supports African countries in monitoring and reporting on gender equality commitments through the African Gender and Development Index (AGDI). Aligned with the 2030 Agenda for Sustainable Development and African Union’s Agenda 2063, the note outlines conceptual foundations, human rights principles, and methodologies for measuring gender inequality. It revises earlier guidance issued in 2017, drawing on an unpublished 2020 ECA position paper. Organized in two parts, it discusses women’s human rights and conceptual issues, and details the structure, composition and calculation of the AGDI’s two components: the Gender Status Index and the African Women’s Progress Scoreboard.
