African Climate Policy Center Programme Strategy [2025-2035]

The African Climate Policy Centre (ACPC), a specialized centre of the United Nations Economic Commission for Africa (ECA), supports African countries in advancing climate-resilient, low-carbon and sustainable development. As a continental knowledge hub and policy facilitation platform, ACPC works with governments, regional institutions, development partners and other stakeholders to strengthen climate governance, inform decision-making and accelerate climate action across Africa.

Our vision

To make Africa’s development sustainable, inclusive and climate-resilient”.

Our mission

To influence, strengthen and support the transition to climate-resilient, low emissions development in Africa through responsive policies, plans and programmes towards transformed economies, healthy ecosystems and human well-being.”.

Established in 2010, ACPC serves as the secretariat of the Climate for Development in Africa (ClimDev-Africa) Programme, a joint initiative of the African Union Commission (AUC), the African Development Bank (AfDB) and ECA aimed at integrating climate change into Africa’s development planning and policy processes. Since its inception, the Centre has played a leading role in strengthening climate information services, supporting evidence-based policymaking, enhancing climate governance and building the capacity of African countries to engage effectively in global climate negotiations.

Building on more than a decade of experience and achievements, ACPC has adopted a new Programme Strategy (2025–2035) to guide its work over the next decade. The strategy responds to the rapidly evolving climate and development landscape and seeks to accelerate climate-resilient and green transformation across the continent. Through this framework, ACPC will continue to provide thought leadership, policy support, capacity development, knowledge generation and strategic partnerships that help African countries achieve their climate and sustainable development objectives.

The strategic objectives are defined in the following eight pillars:
