Republic of Seychelles to create an Integrated Planning and Reporting Toolkit Working Group

Seychelles, 12 September 2022 (ECA) - The Economic Commission for Africa's (ECA) applied training on the Integrated Planning and Reporting Toolkit (IPRT) resulted in government representatives of the Seychelles deciding to create an IPRT working group to advance its application across ministries, departments and agencies in the country. The four-day training, took place from 6-9 September 2022 in Mahe, Seychelles, was organized by the ECA's Development Planning Section located in the Macroeconomics and Governance Division, and Sub-regional Office for Eastern Africa in collaboration with the National Planning Department of Seychelles.

The primary purpose of the IPRT training is to equip development planners, implementers and experts of Seychelles with the applications of the toolkit for the integrated planning, including alignment of the 2030 Agenda and Agenda 2063 with National Development Plan (NDP), and reporting. The ECA also introduced the new Integrated National Financial Framework, a module featuring a financing dashboard linked to the planning frameworks of countries to promote value for money in the use of country resources as well as to ensure adequate implementation of the development plan.

Participants of the workshop comprised from different ministries, departments, and agencies of Seychelles. They highlighted the usefulness of the IPRT in helping align both continental and global agendas; tracking implementation progress, and identifying areas for improvement in the country's current NDP and the changes required to refine the upcoming second National Development Strategy, which will extend from 2022 to 2025 and is the roadmap to achieve Seychelles Vision 2033 “A resilient, responsible and prosperous nation of healthy, educated and empowered Seychellois living together in harmony with nature and engaged with the wider world.”

The Monitoring and Evaluation Framework and Integrated National Financial Framework were two particular features highlighted by attendees as valuable in strengthening the development plans and strategies for Seychelles.

Moving forward, participants stated they will create IPRT working groups to advance its application across ministries, departments and agencies in Seychelles. They also expressed looking forward to continued capacity-building support in different areas of development planning, implementation, monitoring and evaluation from the ECA.

This four-day IPRT training event is a follow-up to the virtual preparatory training on IPRT organized by the ECA in collaboration with the National Planning Department of Seychelles from 25 to 29 July 2022. The IPRT has already been deployed in some Member States and efforts are being made to include the other Member States.
